Billy Devaney is in place as the Rams new executive vice president of player personnel.  Devaney was officially introduced at a press conference in Earth City yesterday.  The former CBS Sports television analyst will oversee and direct the organizations pro and college personnel divisions.  Devaney has worked in the front office for Washington, San Diego, San Francisco and Atlanta.
