Off to the worst start in franchise history, the 0-and-7 St. Louis Rams welcome the Cleveland Browns to the Edward Jones Dome Sunday.  Despite the return of starting quarterback Marc Bulger after a two-game absence, the Rams were pummeled 33-6 at Seattle this past Sunday.  St. Louis has been outscored 192-to-79 it its seven losses, the worst differential in the NFL this season.  Cleveland comes in well-rested after a bye in Week Seven.  The Browns are 3-and-3 on the campaign, having alternated wins and losses each week.  Cleveland is 3-and-1 at home, but has yet to win on the road in two tries against the Raiders and Patroits.  The Rams won 26-20 the last time these two teams met in 2003 in Cleveland.
